Chapter 1 – Introduction
1.1. Statement of the problem and objectives of research
MIS is an issue that has been studied for quite a long time, because much of what was discovered about MIS had changed with the changes in technology that is so prevalent in contemporary society. However, it is important to note that private and public companies are only small segments and that MIS are important in many other areas as well. Those specialists who are involved with MIS often know a lot about computers and also have knowledge in business sphere. As a result, with such a solid knowledge base these competent individuals are able to set up almost any kind of MIS for whatever type of business requests it, and for whatever they plan to do with it.
The key problem here is that there are so many different kinds of MIS that it becomes difficult to determine which one is right for a particular business. Those specialists who work in the field of MIS should know what a specific organisation needs based on what they will be doing with the system: how many people will be using it, what type of sensitive information may be on it, and other connected factors. This problem is great for any business, but it especially concerns governmental organisations and public owned companies because there is often a great deal of sensitive and classified information that must be protected.
Certain individuals within the organisation may have access to certain parts of this information, while others may have access to different areas or more areas. Due to that the MIS which are set up for a government entity or public owned company is much different from those which are set up for a business where the access to certain areas is not such a concern. How best to set up this kind of a system for a government entity and for a private company, as well as where technology should travel in the future to move forward with MIS, are the objectives of this research, as there has been little done on this particular issue with regard to studying a specific entity.
1.2. Hypothesis
In order to determine the best way to find the right MIS for an entity, that entity should be studied, but going into a study without knowing what direction should be taken can be disastrous and lead to a study that does not actually give any good indication of the question asked or the answer obtained. That is why, it is important to create a hypothesis that can be found to be either valid or invalid when the research is conducted. By doing this, the author is acknowledging that there is a problem and stating what he believes to be a theory regarding that problem. For the purposes of this particular study, the hypothesis is:
Due to the considerable difficulties in technology which protects sensitive data from non-authorised access MIS in governmental organisations (such as public agencies) are more comprehensive and need longer time to be developed than those in private companies. As a result, these systems are often underutilised and managers do not listen to their employees’ (end users’) advice regarding MIS. That is why both public agencies and private companies should be studied in order to address the development of IT and MIS in particular.
This hypothesis, while not covering everything about MIS, still covers a lot of information and will prove to be very precious in future studies, whether it is found to be valid or invalid. In theory, it will shed new light on the problem of MIS and allow others to see the difference in MIS utilisation between private companies and governmental entities. It will also allow others to see that there is much should be done with MIS today, and that new strategies are vital to the continued growth of technology and information.
1.3. Rationale
The rationale behind this study is that it is necessary to determine what types of difference in utilisation of MIS between the private and public sector and what types of strategy will keep MIS moving forward in both sectors. This may not seem to be extremely important but the security and other issues that governmental entities must deal with when guarding sensitive information is very important and could even be a matter of national security to some extent.
Nevertheless, the governmental entities are not the only ones that need effective strategies for MIS utilisation. In the private sector, knowledge and security are still important, and competition is such a crucial issue that many businesses invest a lot of money in attempting to stay at least one step ahead of their competitors. MIS can help businesses achieve that, but only if they are utilised properly.
Actually, not all companies will require the same type of system for managing information because some of the companies deal with more specific information than others. However, it is still important to ensure the safety and security of all information which is collected and to make sure that the information which belongs to any company can be dealt with properly: passed on to those who need it and kept private from individuals who do not.
There have been lots of examples when computer hackers and other individuals attempt to access secret or private information that belongs to the government and to private companies, and without a proper MIS it could be done much more easily. It could have very disastrous results to these companies and ensuring that it does not happen is one of the main reasons why a study like this should be conducted.
1.4. Outline of chapters
The second chapter of this particular study includes literature review which discusses and criticises the existing and relevant literature on studied issue. The third chapter is methodology which illustrates the method of collecting primary data as well as limitation and ethical issues related to it. The fourth chapter describes findings of primary research and then relates them to theory which is discussed in the literature review. The fifth chapter is conclusion which comes up with results of this study and tells whether the hypothesis stated in introductory chapter is valid or invalid. It also looks into limitation of the research and recommendations for further researchers.
